families during times of illness, absence or incapacity of
parents or caretaker so the family can remain together.
Substitute care (foster home or institution care) for
children who cannot remain in their own or a relative’s
home. Adoption to provide children with a permanent home
under new legal parentage. Services to unmarried parent to
assist in problems, help make decisions and plans concerning
the infant and aid in planning for the mother’s future.
Licensing to study and license institutions, agencies,
day-care centers and day-care homes as required under the
state Child Care Act.

Information: Administration: The Regional
Health Officer is the liaison between the Department and
local health departments, provides for the evaluation of
programs conducted locally, and is responsible for
coordinating, monitoring and evaluating the effectiveness of
the Department’s programs in the regional office. This
office also acts as a library of documents which include the
State Health Plan, Human Services Plan, and Program and
Personnel Standards for Local Health Departments.
Services offered: Office of Community
Health: Provides education, training, consultation and
technical assistance through the following programs
conducted by the Divisions of Dental Health; Family Health,
and Health Assessment and Screening; lead poisoning control;
maternal and child health; vision and hearing. Office of
Health Care Regulation: Responsible for evaluating the
quality of care rendered in hospitals, HMOs, home health
agencies, and ambulatory surgical treatment centers through
the Division of Health Care Facilities and Programs.
Licensure/certification survey and inspection activities and
complaint investigations for nursing homes are conducted
through the Division of Long Term Care Field Operations.
Ambulance Inspection and Certification of EMS personnel are
provided through the Division of Emergency Medical
Services. Office of Health Protection: Administers
programs and activities related to the identification,
investigation, and control of public health hazards and
diseases. This office conducts the following programs
through the Divisions of Infectious Diseases: Food, Drugs
and Dairies; and Environmental Health: Communicable disease
investigation; immunization; food sanitation; inspection of
dairy farms, processing plants and milk tank trucks;
regulation of private water supplies, sewage systems, well
drillers, plumbers, manufactured housing, mobile home parks,
migrant labor camps, recreational parks and bathing
facilities, youth camps, pesticides, and structural pest
control technicians.

Services offered: Persons will be referred to a
private practicing attorney in their area or close to their
area for the type of legal problem they have. There is no
fee for the referral. The attorneys are not legal aid,
low-income or pro bono. The referral entitles the caller to
a 30-minute consultation either on the phone or in the
attorney’s office for a fee of not more than $15.00, with no
obligation. After the consultation, the attorney will
charge their regular fees, which is up to the client to
discuss with the attorney as to what the fees may be. The
Service does not know what the attorneys charge.
Eligibility requirements: The caller has to provide the
service with their name and mailing address to send them and
the attorney a confirmation of the referral. The client
must call personally. Callers are asked to identify the
county in the state of Illinois in which they need the
attorney and what type of legal matter they have. We refer
clients to attorneys in many areas of law. If we are unable
to provide a referral to an attorney through our service, we
try to refer them to a service that will help them. No
referrals can be made for those incarcerated, in a hospital,
or a nursing home. The callers must be able to pay the
attorney $15 for the consultation at the time of the
appointment. We do have attorneys participating in our
service that have noted they speak Italian, French, German
and Spanish.

Fees: The ILRS is a free service. The attorneys
will charge $15.00 for the first 30 minute consultation and
then will charge their regular fee, whether it is a phone
consultation or a consultation in the attorney’s office.

Services offered: InTouch is a statewide
collaborative system for substance abuse prevention services
in Illinois. It uses a systematic approach of addressing
alcohol, tobacco, and other drug abuse prevention by
providing leadership for a network of community-based
service providers, educators, local task forces, and other
community stakeholders to link efforts in the development of
comprehensive prevention programs and services. InTouch is
administrated by the Illinois Department of Human Services
Bureau of Substance Abuse. InTouch, in cooperation with
other state and privately funded agencies, disseminates
information in the form of printed materials, videos,
newsletters, workshops, and conferences. InTouch also
promotes local and statewide media campaigns, youth forums,
anti-tobacco/alcohol advocacy, and other social policy
issues as they relate to prevention.
